The weather could change any time due to any advance notice, its happening if the weather is bad and wind blowing or low visibility. There might be flight cancelled due to technical issue. 

For sure the helicopter tour will be cancelled for safety and security reason, and its reschedule for next day.

Most of the tourists booked helicopter tour on their last day in dubai, if they got the message that the flight is cancelled, same time the company refund the full amount to tourists as they wouldn't reschedule it because of their flight to home country. 

Some times its windy in Dubai for few days continuously and the flights keep on cancelling and rescheduling for next available slots. 

but the good part is that full immediate refund so that the tourists could not suffer from long procedure and wait long to receive their amount back. 

Some of the Tourists got upset due to helicopter tour cancellation but its out of control and one can not do anything as its Act of God.
